Aim

The Film Censorship Ordinance was first enacted in 1988 and since then a three-tier film classification system has been adopted for film censorship in Hong Kong. The three-tier film classification system classifies films in terms of their content and their impacts on viewers. It aims to provide information to adults and parents in their selection of films for the minors. The system gives adults the opportunity to see a wide range of films while protecting young people under the age of 18 from exposure to material which might be harmful to them.

School Talks

To enhance the public’s understanding of the three-tier film classification system, the Office for Film, Newspaper and Article Administration gives talks to education institutions in Hong Kong. Interested parties may contact us at film@ofnaa.gov.hk for arrangement.
