Regulations
- Participants may join in any or two competitions. Each participant can submit one entry form only.
- The competition is open to all primary and secondary school students in Hong Kong.
- The theme for the Slogan and Colouring Competition is “拒絕網上不良資訊” (Chinese Only).
- All entries must be the participants' original works, which have never been published.
- For the Colouring Competition, please use the picture on the back of entry form. There is no restriction on the use of colouring materials.
- For the Slogan Competition, please use the space provided in the entry form. No more than 30 words shall be used, excluding punctuation marks.
- Each participant may choose to submit his / her entry in person or by mail to the Office for Film, Newspaper and Article Administration on or before 28 January 2025. The postmark date on the envelope will be regarded as the date of submission of application.
- Participants have to provide complete and correct personal particulars or they may be disqualified.
- Office for Film, Newspaper and Article Administration (OFNAA) has the right to use the entries for non-profit-making purposes, as well as the authority to revise, translate, edit, use, duplicate or distribute wholly or partly the contents of the entries without obtaining the participants' prior consent or paying any fees to them.
- Participants must agree to unconditionally assign and transfer to OFNAA any intellectual property rights subsisting in the entries submitted for the contest. OFNAA will not return the entries to the participants.
- Personal data submitted by the participants will only be used for purposes related to the competitions.
Prizes
The prizes for each competition are as follows:
- Champion – A trophy and a book coupon worth HK$2,000
- First runner-up – A trophy and a book coupon worth HK$1,500
- Second runner-up – A trophy and a book coupon worth HK$1,000
- 10 Distinguished prizes – A certificate and a book coupon worth HK$500
- Merit awards – A certificate and souvenir

Office for Film, Newspaper and Article Administration Joint Prize Presentation Ceremony 2023/24
The Office for Film, Newspaper and Article Administration (OFNAA) organised many activities in year 2023/24 to enhance youngsters' understanding of the Control of Obscene and Indecent Articles Ordinance (Cap. 390) (COIAO) and to encourage them to stay away from objectionable materials and cultivate the right values. On 14 July 2024, OFNAA held a joint prize presentation ceremony for three competitions at Kwai Fong Community Hall, to honor student’s achievements and parents support to our events.

At his welcome speech given at the prize presentation ceremony, the Assistant Director of Film, Newspaper and Article Administration, Mr Chris Fung, said that while the fascinating cyber world could help young people obtain useful information, there was a myriad of objectionable materials featuring violence, sex, obscenity and indecency. Particularly, he pointed out that as young people have got into the habit of using emerging platforms such as video streaming platforms, video sharing platforms, and social media in recent years, chances are that they may have access to obscene and indecent materials through these platforms and be influenced by the distorted values. Sharing of such materials online may also be in breach of the COIAO. Mr Fung stressed that OFNAA has been adopting a multi-pronged approach, including co-operation with the relevant sectors, to keep young people away from the harmful effects of online obscene and indecent materials, while helping them to develop a positive attitude towards the use of the Internet.
The first prizes to be presented was from “Healthy Four-Frame-Photo Competition”, there were two entry groups for the competition, Parent-Child Group for Primary 4 to Primary 6 students and their parents and Secondary School Group for Secondary 1 to Secondary 6 students. Contestants were required to tell a story on saying no to objectionable materials through photos. Each group had a champion, a first runner-up, a second runner-up, and five merit award winners. An award was also given to the secondary and primary school group each with the largest number of participants. The list of the winners is set out in Annex 1.

After that, prizes from “COIAO Slogan and Colouring Competition” were presented. The theme this year was “The online world may be free to explore, but be cautious in choosing information”. It brings out the cyber world may be fascinating, and youngsters should be cautious for their action and choices online. Champion, First Runner-up and Second Runner-up winners are available for each of the two competition items. The list of the winners is set out in Annex 2.

Lastly, prizes of “Healthy Mobile App Sticker Design Competition” were presented. There were two entry groups for the competition – Primary School Group and Secondary School Group. It aims to encourage youngsters to stay away from obscene and indecent materials and violent electronic games through design activities. Each group had a champion, a first runner-up, a second runner-up, and five merit award winners. An award was also given to the secondary and primary school group each with the largest number of participants. The list of the winners is set out in Annex 3.

The Joint Prize Presentation Ceremony draws an end to the public education events held by OFNAA in 2023/24. In 2024/25, we will continue to organise a wide range of activities, strengthen our effort in reminding youngsters to stay away from obscene and indecent materials when using social media and video sharing platforms. Covering schools, parents, students and the public, the activities include talks on the COIAO and healthy Internet use, online seminars and parents workshops; the “Healthy Information Student Ambassadors Scheme”, roving drama for schools, and competitions such as “Healthy Student Video Contest” and “Healthy Chinese Public Speaking Competition” with a view to promoting the concerned message to students.
